With regards to lost 'degree transcripts' - if you mean 'degree certificates' then you will need to apply to the University of Wales Registry in Cardiff, this is the link: http://www.wales.ac.uk/resources/documents/ReplacementCertRequest.pdf and will cost £25.00.
